摘 要：孔子学院是在我国经济、社会、文化发展到一定阶段，为适应新形势下对外文化交流的需要而出现的。这是一个新事物，但它所承载的使命却与几千年来中华的文化传播是一脉相承的。孔子学院在短短几年内迅速兴起并成为一种文化现象，其背后有着极为深刻的社会历史原因。从文化渊源来看，中华文化特别是儒家文化的影响力促成了孔子学院的诞生；从历史进程来看，大国崛起的过程始终伴随着文化的复兴与传播；从国际形势来看，国际政治现实需要国家以文化为武器来寻求自立与发展。孔子学院的功能是多样化的，可以进行汉语的推广和中国历史、风土人情等的介绍，促进以文化为切入点的经济合作，做和平的推介者、宣传者。孔子学院具有很好的发展前景，总的来说，可以在两大方向上进行努力，一是要成为既有广度又有深度的“大孔子学院”，二是要成为中国、中国人、中国文化的博物馆。孔子学院的发展还应注意以下问题：一是政府的角色问题，二是运作模式问题，三是吸收功能问题，四是预期收益问题。

Abstract:At China's economy, society and culture developing to a certain stage, Confucius Institute arises to adapt to the cultural exchange needs under the new situation. This is a new thing, but its' mission is in line with the spread of Chinese thousands of years culture. Just within a few years, Confucius Institute is rising rapidly and becomes a cultural phenomenon, and behind this there are very deep social and historic reasons. Looking from the cultural origins, Chinese culture, especially the impact of Confucian culture has contributed to the birth of Confucius Institute; from the historical process, the rise of big powers always accompanied by a process of culture renaissance and communication and from the international situation, the international political reality requires the countries to use the culture as a weapon to seek self-reliance and development. The functions of Confucius Institute are diverse, and it can popularize Chinese language, introduce Chinese history, customs, etc., promote the economic cooperation with culture as its entry point, and it can also be the introducer of peace. Confucius Institute has good prospects for development, in general, there are two major directions should be attentioned, first it is necessary for it to become "Confucius Institute" with both the breadth and depth; secondly, it should become the museum of China, the Chinese people, and the Chinese culture. For the development of Confucius Institute, the following problems should also be paid attention to: First, the role of the Government; secondly, the mode of operation; thirdly, the absorption problems and the fourth is the prospective return.

每个国家都有自己的文化传统，都渴望传播自己的文化。放眼世界，德国有歌德学院，英国有文化委员会，法国有法语联盟，日本要搞圣德太子学院，俄罗斯惊呼要“纯化俄语，重建俄罗斯文化的强大地位”，似乎没多少纯正文化资源的美国则忙着在世界各地发放奖学金以吸引优秀人才去实现“美国梦”，可以说，世界大国都在推进类似的工作。这不仅仅源于文化上的危机感，无论是内在的“欲”所求，还是外在的“势”所趋，文化的输出是一个国家自然而然的行为，这本身就是国家的生存状态和行为方式。
