石油作为重要的基础性资源，已经渗透到当今社会、经济、生产、生活的各个方面。因此，石油价格的变动，对我国国民经济各行业都将产生影响。近年来石油价格不断上涨，并呈现阶段性、次第攀升的上涨模式，突发事件引发世界石油市场剧烈波动，反季节变化现象增多，名义价格和实际价格的差距拉大等特点。石油价格虽然在近期有所回落，但从长期供需来看石油价格在未来仍将不断增长。石油价格上涨已给我国带来诸多不利影响。我国已成为世界第二大石油进口国，对石油的过分依赖不得不引起我们的重视。本文通过在石油价格的长期走势以及石油价格变化对我国影响的分析的基础上提出了相应对策。

Abstract

Nowadays, petroleum, as the important fundamental resource, has seeped to many aspects of society, economy, production, and life. Therefore, the fluctuation of petroleum price will have an influence to each profession in our national economy. In recent years, the consistent rise of petroleum price took on a new rise pattern of phasing and grading climb. Some sudden events brought about some new characteristics, such as the fierce fluctuation of the world oil market, the increase of counter-seasonal variation phenomenon, and the enlarged disparity between the nominal price and the actual price. In a long term, although the petroleum price has recently receded, it still seems to grow continuously judging from the long-term supply and demand. The rise of petroleum price has brought many disadvantageous effects to our country. Since we have become the second biggest petroleum import country in the world, the excessive dependence on petroleum must arouse our concerns. The thesis will give some countermeasures on the basis of the analysis of the long-term trend of petroleum price and the influences caused by the change of petroleum price to our country.

石油作为一种重要能源和资源,被广泛应用于各行各业,被称为经济乃至整个社会的“黑色黄金”、“经济血液”。随着我国经济的快速发展,对石油的需求日益增加,石油的对外依存度不断提高,这就不可避免地受到国际石油价格上涨的影响。所以,认真分析国际石油价格上涨的原因以及油价变动对中国经济的影响,提出我国的应对措施,对我国经济社会发展具有深远的意义。
1 近年国际石油价格变动走势概述
1.1近期石油价格走势
近年来，从世界石油市场变化的趋势来看，国际原油价格呈现逐年上升趋势。其间，也有间断的油价回落。但是，几年来，各种国际原油的年均价格都有大幅度的上涨。即便出现了油价下跌，与上年或上一轮油价周期同比，价格几乎都高于前期水平。
让我们简单回顾一下几年的石油价格走势。2001年国际原油平均价格（WTI平均价格）为25.95美元/桶，2004年上涨到了41.41美元/桶，在这一年英国布伦特原油以及亚洲迪拜原油的现货平均价格分别38.21美元/桶和33.63美元/桶，2005年全年，WTI、英国布伦特原油以及亚洲迪拜原油的现货平均价格分别为56.44美元/桶、54.38美元/桶和49.32美元/桶，较2004年上升15.03美元/桶、16.17美元/桶和15.69美元/桶，比2001年增长了一倍还要多。这一年WTI、英国布伦特原油以及亚洲迪拜原油的现货价格的最高值出现在九月，分别为65.52美元/桶，64.12美元/桶和56.60美元/桶。到2006年8月份WTI期货平均价格已上涨到了68.81美元/桶，并且在8月份创下78美元/桶的历史最高水平。随后石油价格有所回落，到现在基本维持在60美元/桶（参看图1）。
