I. Background
In the two decades since the reform and opening up, with economic development as its breakthrough point, China has made great achievements and won world attention. However, with the gradually deepening reforms in political and economic systems, the weakness of the unbalanced development of economy and society becomes increasingly visible. On the one hand, the heavy burden borne by the state-owned enterprises seriously restrains their economic development; on the other hand, the task of city management becomes heavier than ever as the result of the continuous increased laid-off workers and floating population in the cities and the acceleration of aging problem. When the government pays more attention to its functional shift and gives those social functions back to the society, there is no appropriate department that can take over these immediately. Thus there appear more and more problems and issues concerning city management. Practices and experiences both at home and abroad prove that it is the community and neighborhood committee that are the most appropriate department.
