   【摘要】随着科学技术的飞速发展,具有高技术含量的产品将成为知识经济时代市场的主流,以创新谋求发展已成为当今企业发展的必由之路。科技产品的研究开发都离不开技术创新人才,谁拥有人才,谁能管理好人才,谁就能在知识经济时代的竞争中占据优势。本文根据我国中小企业的实际情况从以下几点进行了论述:我国中小企业技术创新人才开发和管理中存在的问题;技术创新人才开发过程中的技术创新人才应具备的基本素质要求、如何改进企业现状以提高对技术创新人才的吸引力以及技术创新人才的招聘途径;技术创新人才管理过程中的管理方式、企业制度、企业文化以及企业利益的保护和风险的防范。
