摘 要:高校秘书主要包括行政秘书和教学秘书,教学秘书主要指高校二级学院(系、部)的教学管理人员,其主要任务是协助领导搞好教学管理工作,处理好有关教学事务。教学秘书是联系领导和师生的纽带,起着上连下接、反馈信息、出谋献策和服务师生的重要作用,这就决定了教学秘书工作具有综合性、服务性、精确性、阶段性等特点。一流的大学,必须要有一流的管理,这样才能培养一流的人才。尤其是当前狠抓教育发展内涵,提高教学质量之时,教学管理显得尤为重要。而目前高校教学秘书队伍整体素质不高,管理水平参差不齐,这些都影响了高校的教育教学改革和发展。因此,必须采取积极措施:一方面,高校要重视教学秘书工作,正确认识教学秘书在教学管理中的作用和地位;另一方面要提高教学秘书待遇,优化教学秘书队伍。为了适应高校教学改革和发展的需要,提高教育管理质量,教学秘书首先要提倡奉献精神,要甘为人梯;其次,要掌握丰富的知识和现代化办公设备操作技能;第三,要具有较强的协调能力。只有这样,才能培养一支素质优良、爱岗敬业的教学管理队伍,才能适应高校加快发展的步伐。

Abstract: University secretaries mainly includes administrative secretaries and teaching secretaries, The latter chiefly refers to the teaching administrative staff of the secondary school in each university, whose primary mission is to assist leaders to make a good job of teaching administration and teaching affairs. Being the bond between leaders and the school, they play an important role to connect the former and the latter, to feed back information ,to give counsel ,as well as to serve the school. All the mentioned above make the work of university teaching secretaries comprehensive, service-like, accurate, periodic and so on. First-class universities call for first-class management. Only by doing so can they develop first-rate talents. As it is the time to deepen the intention of educational development and to improve the quality of teaching education, teaching administration seems particularly important. However, the overall quality of university teaching secretaries is not high at present, also the administrative levels are uneven, which have influenced both the reform and the improvement of university education. Consequently, the following measures should actively be adopted
On the one hand, universities should pay attention to the work of teaching secretaries and properly its import role in teaching administration. On the other hand, they should raise the pay for teaching secretaries and optimize them as well. At the same time, in order to keep pace with the need of university teaching reform and development, and to improve the quality of educational management, teaching secretaries should firstly advocate the devotion spirit and be willing to do so. Secondly, they should acquire plentiful knowledge and master the operation skills of the modern office equipment. Thirdly, they must have an excellent coordinative ability. Only by doing so can a qualified and professional group of teaching administrators be developed to adapt to the increasingly-rapid pace of university development.

秘书在我国政府机关、企事业单位既是一种行政职位,又是一种社会职业。尽管不同的行业,不同的工作岗位,对秘书工作的要求有所不同,但都对社会发展起着不可缺少的作用。高校秘书工作同样如此,尤其是进入21世纪以来,国家对高等教育的发展做出新的部署:“要以科学发展观为指导,适当控制招生增长幅度,相对稳定招生规模,深化教育教学改革,切实把发展高等教育的重点放在提高质量上。”[1]预示着提高教育教学质量将是今后高校的重点工作。教学质量是高等院校的生命线,而优秀的教学管理则是高水平教学质量的重要保证,这客观上要求高校要进一步加强教育教学管理。而教学秘书队伍作为教学管理的重要力量,处于教学管理与改革的最前沿,肩负着维持高校正常教学秩序,促进教育教学质量稳步提高的重要使命,要提高高校教学质量和人才培养质量,就必须建设一支素质优良、爱岗敬业、善于总结和创新的教学管理队伍。
