摘 要：财政部于1998年1月1日颁布试行的《高等学校会计制度》，对规范高等学校的会计行为，加强财务管理，保证会计资料的准确性、完整性、真实性发挥了重要作用。近年来，随着社会主义市场经济的发展和我国高等教育体制改革的不断深入，高等学校作为独立自主办学的事业法人，其经济活动愈来愈复杂，而现行的高等学校会计制度有的地方已不适应高校发展的需要，不能全面准确的反映高校财务的真实情况。因此，应根据当前新形势、新情况、新要求对高校会计制度加以修订完善。

Abstract ：Ministry of Finance January 1st tried to go since the promulgation in 1998 of 《the university and college accounting system 》, to norm accountancy's behavior of the high school, strengthen the finance management, the accuracy,integrity,reliability that promised accountancy's data developped an important function.In recent years, along with development and the our country higher education system reform of the socialism market economy of continuously thorough, university and college Be independence the independence do to learn of legal person, its economic activities is more and more complicated, but the current university and college accounting system some places is unwell already should the high school develop of demand, can't reflect the true circumstance of the high school finance accurately completely.Therefore, current should according to new situation,new circumstance,new the request revise the high school accounting system perfect.

引言
《高等学校会计制度》是规范高等学校会计核算，保证会计信息质量，根据《事业单位财务规则》制定的，是规范会计核算要素的确认、计量、记录、和会计报表的编制、报送等会计行为的依据。该制度自1997年颁布试行至今已有10年，随着我国社会主义市场经济的快速发展，给我国高校的快速发展提供了强大的物质基础和发展空间，加上财政体制改革即政府集中采购制度、部门预算制度、国库集中支付制度的推行，以及民间资金、金融企业资金、工商企业资金进入高校参与发展，高校的经济活动愈来愈复杂，而目前高校会计制度的一些规定已明显滞后于发展的要求，并在一定程度上制约了高校的发展，为此很有必要对《高等学校会计制度》进行全面的修订。
