（论文  字数：13274 页数：38）摘 要:ERP的国情化问题是一个老话题，人们观点也不尽一致。由于ERP是在西方制造企业管理实践基础上总结升华提出的，比较适合按照西方工业化的生产方式组织起来的制造业。而像我国这样未完成工业化进程的国家的制造业的情况会有所不同，会存在着国情差别、地区差别和企业差别。研究应用ERP技术就必须处理好国情化、本地化的问题，其中包括管理模式的国情化、业务过程的国情化、数据表单厂情化、操作方式用户化等等。这里主要谈ERP管理模式的国情化问题。
现有ERP管理模式基于工业化环境下的产品过程组织生产，比较强调交货期和时间进度计划，强化了多阶级计划体系的管理和以时间进度管理为中心的资源全面管理，强调在正确的时间将正确的物料/信息按正确的量送到正确的地方。相对而言，在成本计划与控制、现场管理与控制、人员管理与激励机制等方面相对薄弱。而对于未完成工业化进程国家的制造企业，成本管理控制、时间进度管理和人员激励管理等都是十分重要的关键因素。
基于以上原因，我决定开发一套小型机械制造业ERP研究与开发-生产计划管理系统。

.Abstract :ERP national issues is an old topic, people do not share an identical view. ERP is due to manufacturing enterprises in Western management practices on the basis of summing up the sublimation, more appropriate in accordance with the Western industrialized production organize manufacturing. And like my own unfinished process of industrialization in the country's manufacturing sector will be different, there will be a national differences regional disparities and differences between enterprises. ERP application of technology must handle the situation, localization issues, including management mode conditions, business conditions, data form of factory conditions, the operation mode users and others. ERP there is to do well on management of national issues. ERP is existing management environment based on the industrialized products production process. more emphasis on due date and time schedule, strengthen the multi-stage project management system to schedule and manage the resources of the center for comprehensive management, stressed the right time to correct the material / information on the correct amount to the correct place. Relatively speaking, the cost of the scheme and control, site management and control, personnel management and incentive mechanism and so on are relatively weak. As for the unfinished process of national industrialization manufacturing enterprises, cost management and control, time schedule management and personnel management incentives are very important key factor. For the above reasons, I decided to develop a small machinery manufacturing research and development of ERP-production planning management system

绪 论
在制造业信息化应用需求驱动下，经过近几年的应用实践和不断改进，我国自主开发的ERP软件产品在技术上有了长足进步。通过2002年科技部组织的国产化ERP软件评测情况，可以看出国产化ERP功能比较齐全，可满足大部分企业管理的需要。通过科技部2002年国产化ERP软件评测的公司ERP软件产品均具备了ERP的基本功能，包括生产制造数据管理、生产计划管理、车间生产任务管理、库存管理、物资供应管理、销售管理、财务管理、人才资源管理、生产设备管理、质量管理、电子供应链管理、经营决策管理等。
