(页数:25字数:13548)摘 要: 随着我国汽车业的迅猛发展，愈来愈多的中国普通百姓圆了自己多年的汽车梦。为了满足飞速发展的经济需要和日益增加的汽车通行需求，国家在原有的道路基础上，积极扩大交通网络，而高速公路具有通行能力大、行车速度快、运输效益高的特点，是一个国家现代化程度的重要标志，所以借着经济发展的机遇，高速公路迅猛扩张。但是随着汽车与道路的增加，由此引发的道路交通安全问题变得日益突出。
通过最近公安部交通管理局向社会公布的道路交通事故通报，我们可以发现，机动车驾驶员交通违法是造成交通事故的主要原因，主要包括超速行驶、疲劳驾驶、客车超员等交通违法行为，其中因超速行驶致死的人数最多。而在高速公路方面，对超速行驶违法行为的管理也是交通管理的一个重要内容。在分析国内超速行驶现状的前提下，结合我省高速公路的实际情况，提出切实可行的对策。

ABSTRACT
Along with our country automobile industry swift and violent development, more and more Chinese common people round own many years automobile dream. In order to satisfy the rapid development the economy to need with the automobile general demand which increases day by day, the country in the original path foundation, positively expands the transportation network, but the highway has the travelling capability big, the driving speed is quick, the transportation benefit high characteristic, is a national modernization degree important symbol, therefore is borrowing the economical development opportunity, highway swift and violent expansion. But along with the automobile and the path increase, changes day by day from this the initiation road traffic security problem prominently.
The road traffic accident which announced to the society notifies through recently the Ministry of Public Security transportation administrative bureau, we were allowed to discover, the vehicle drove person traffic offense was creates the traffic accident the main reason, mainly included exceeds the speed limit, weary traffic offense behavior and so on driving, passenger train overstrength, because exceeded the speed limit the lethal population to be most. But in the highway aspect, to exceeds the speed limit the illegal activity management also is a traffic control important content. Domestic exceeds the speed limit under the present situation premise in the analysis, unifies the our province highway the actual situation, proposes the practical feasible countermeasure.

0 引 言

随着我国汽车业的迅猛发展，愈来愈多的中国普通百姓圆了自己多年的汽车梦。据交通部统计，截止2005年底，全国民用汽车保有量约3300万辆1，而据测算到2020年汽车保有量将达1.4亿辆2。
为了满足飞速发展的经济需要和日益增加的汽车通行需求，国家在原有的道路基础上，积极扩大交通网络，而高速公路具有通行能力大、行车速度快、运输效益高的特点，是一个国家现代化程度的重要标志，所以借着经济发展的机遇，高速公路迅猛扩张。我国大陆高速公路自1988年10月沪嘉高速公路诞生以来，到2005年底为止已达到4.1万公里3，仅次于美国居世界第二。
然而，事情总是有它的两面性，随着汽车与道路的增加，由此引发的道路交通安全问题变得日益突出。从2005年12月31日公安部交通管理局向社会公布了《关于2005年全国道路交通事故情况的通报》（公交管[2005]201号），文件内容指出：
2005年，全国共发生道路交通事故4450254起，造成98738人死亡，469911人受伤；直接财产损失18.8亿元；万车死亡率为7.65。
2005年，全国机动车驾驶员交通肇事417355起，造成91062人死亡，分别占总数的92.7％和92.2％。因非机动车驾驶员、乘车人及行人过错导致交通事故20090起，造成4207人死亡，分别占总数的4.5％和4.3％。
从2005年公布的数据看，机动车驾驶员交通违法是造成交通事故的主要原因，占交通事故总量的92.7％，同时也是造成人员伤亡的主要原因，占死亡总人数的92.2％。其中因超速行驶导致的死亡人数仍然有16015人之多，占死亡总人数的16.2％（见图1）。

由此可见，超速行驶交通违法行为是危害交通安全的重要因素之一，同时也是交通管理的一个重点内容。
而在高速公路上面，限速普遍高于其他级别道路，所以超速行驶同时也是高速公路交通管理的重点内容。
接下来，笔者就以浙江省高速公路为背景，重点结合丽水地区实际情况，对超速行驶违法行为的相关分析。
